Bay Area Water Supply & Conservation Agency

 

Patrick Kolstad was appointed by the City of Santa Clara to the Board of Directors of the Bay Area Water Supply and Conservation Agency (BAWSCA) in 2016.  He previously served on the BAWSCA Board in 2005 through 2009.  The city provides water from the San Francisco Regional Water System to commercial/industrial customers in its northern area and to residents in the southern area.  The city owns and operates its own water utility.  

 

Mr. Kolstad was re-elected to a four-year term on the Santa Clara City Council in November 2014.  Mr. Kolstad serves the City as a member of the Audit Committee, Architectural Committee as an alternate member, City/School Liaison Committee (Santa Clara Unified School District), Council Officers and Elected Full Time Employees Performance/Salary Review Committee, Economic Development Committee, and the Governance Committee.

 

Regionally, Mr. Kolstad serves on Modesto-Santa Clara-Redding Public Power Agency (MSR), Northern California Power Agency (NCPA), San Francisco Bay Area Regional Water System Financing Authority, San Jose/Santa Clara Treatment Plant Advisory Committee, and Santa Clara Valley Transportation Authority (SCVTA) Policy Advisory Committee.

 

Mr. Kolstad’s Community involvement includes sitting on the Board of Directors of the Housing Trust of Santa Clara County, Mission City Community Fund, and the Santa Clara Masonic Lodge #299.

 

Mr. Kolstad is a Graduate of San Jose State University and retired from the Santa Clara Police Department after 31 years of service.  He served as the President of the Santa Clara Police Officers Association, the President of the California Burglary and Theft Investigators Association, and the Former Director and Board Member of the Santa Clara Police Activities League.

 

Mr. Kolstad is married, with two children and one grandchild, and resides in Santa Clara, California.
