To encourage the installation of water efficient plumbing fixtures and appliances, BAWSCA offers several programs and a variety of resources:

High-Efficiency Toilet (HET) Rebate Program

BAWCSA HET Rebate Program:

BAWSCA and its participating Cities/Agencies are offering rebates of up to $150 per toilet if you replace a toilet that uses 3.5 gallons per flush (GPF) or more with a new HET.

What are HETs?

HETs are modern water-efficient toilets that are designed to use 1.3 GPF or less. Although they use less water, they perform well and remove waste efficiently. Click here to learn more about HETs.

To Qualify for a Rebate:

  • Confirm that the toilet you are replacing uses 3.5 GPF or more. Click here to learn how to measure a toilet flush volume.
  • Confirm that the exact toilet brand and model number of the HET that you purchase is on the List of Qualifying HETs
  • You must have water service from one of the Participating BAWSCA Cities/Agencies.
  • HET installation and rebate application postmark must be completed within 90 days of purchase date.
  • Additional program eligibility rules and program details can be viewed on the HET Rebate Application form.

To Apply for a Rebate:

  • Download and print the HET Rebate Application.
  • Fill out the application and mail it and the original receipt for your HET to:
    BAWSCA, 155 Bovet Road, Suite 302, San Mateo, CA 94402.
  • Your application will be reviewed and processed by your city or water agency and, if approved, you will receive your rebate within eight weeks.

High-Efficiency Clothes Washer Rebate Program

BAWCSA Clothes Washer Rebate Program:

Through a partnership with PG&E, BAWSCA and its participating Cities/Agencies are offering combined water and energy rebates of up to $200 per washing machine if you purchase a qualifying efficient clothes washer.

To Qualify for a Rebate:

  • Confirm that the exact brand and model number of the washing machine that you purchase is on the List of Qualifying Machines.
  • To qualify for the energy portion of the rebate, you must have either natural gas or electricity distributed by PG&E to the installation address.
  • To qualify for the water portion of the rebate you must have water service from one of the Participating BAWSCA Cities/Agencies.

You can apply for both the water and energy rebates by filling out one convenient application form.
