BAWSCA is a special district that provides regional water supply planning, resource development, and conservation program services to enhance the reliability of the 16 cities, 8 water districts, and 2 private water providers that provide water to over 1.7 million people and 40,000 commercial, industrial and institutional accounts in Alameda, San Mateo and Santa Clara Counties.  BAWSCA was enabled by a special act of the California Legislature and was formed by its member agencies in 2003.
