Assistant to the CEO and General Manager

Lourdes Enriquez is the Assistant to the Chief Executive Officer/General Manager for the Bay Area Water Supply and Conservation Agency (BAWSCA), which comprises the 26 utilities that purchase water from the San Francisco Public Utilities Commission (SFPUC) for resale to their local service areas. BAWSCA represents its members’ collective interests in their relationship with the SFPUC on matters related to water supply, facility reliability, operations, water quality and wholesale water rates. 


Under the direction of the CEO/General Manager, Ms. Enriquez develops the agenda for Board and Committee meetings according to the Brown Act provisions, prepares the Board and Committee meeting minutes, and assists in the follow-up and implementation of Board decisions. 


She tabulates and analyzes data on a variety of administrative and policy matters; administers required State filings and assists directors with their submittals; coordinates meetings and schedules for the CEO; manages communication distribution; provides quality control on all Board and committee materials and CEO correspondence. 


In addition to assisting the CEO/General Manager, Ms. Enriquez represents the BAWSCA member agencies’ interests on issues and activities related to water conservation. She developed and managed the Landscape Education Program from 2008 through 2014, and continues to analyze data and recommendations associated with BAWSCA's conservation programs.  She assists in the development of marketing materials for indoor and outdoor conservation programs, and supports the agency’s website management. 


Prior to BAWSCA, Ms. Enriquez was Advertising Coordinator for companies including Alameda Newspaper Group, San Francisco Daily Journal, and dot-com corporations. Ms. Enriquez earned her B.A in Mass Communications and Minor in Public Relations from California State University, East Bay. She is a member of City Clerks Association of California. She resides in San Mateo with her husband and children.
